The role of a Commercial Operations Manager is to provide contracts and commercial management support to assist the businesses and project teams to adhere to and comply with the contract, manage contractual risk exposure on assigned projects and maintain/ strengthen the Company’s relationships with its clients, partners and protect the Company’s revenue and margins. He/she will also need to support end-to-end commercial management process and perform project delivery, reporting, budgeting, scheduling and administrative duties for the Commercial Management Department (“Department”).

 

Responsibilities

 

Commercial Management Scope

  • Provide contracts and commercial management support for moderate to high-risk bids or projects during pre-contract and post-contract stage (either independently or through supporting the Commercial Manager(s)).
  • Evaluate and implement contracts and commercial management tools to improve efficiency in the contracting, commercial and project management processes which may cover areas including Contract Awareness, Risk Management, Change Control, Deliverables Management, Issues Management, Disputes Management, Subcontract Management, Intellectual Property Management, Contract Communications Management and Contract Documentation Management.
  • Assist in reviewing, summarizing or drafting of contract / project documents, eg. statements of work, change orders/ variation agreements, meeting minutes, etc.
  • Identify contractual risks/ issues/potential disputes proactively on projects and propose effective and innovative/value added solutions to the Commercial Manager(s) in charge or the project teams to mitigate such risks/issues.
  • Act as an escalation point for contractual or project scope issues faced by the project teams.
  • Support the Commercial Manager(s) or the project or sales teams in the discussions with clients and subcontractors over contractual or project scope issues.
  • Assist the project teams to track that the project is on budget and payment terms are adhered to and take initiatives to address such issues.
  • Support or participate in initiatives within the Commercial Management Department or jointly with other departments.

 

Operational Scope

  • Track and assign bids / projects / ad-hoc requests to the relevant Commercial Managers for follow-up support.
  • Implement and maintain a program management system for Commercial Managers to track and manage the status of the bids / projects supported by them.
  • Collate reports or data for the Department on monthly basis (eg: new bids, newly won projects, project budget accruals and overruns for projects supported by the Department).
  • Monitor and provide monthly report to the Head of Department on key watchlist projects that the Department supports (such as the financials, risks or issues escalated for these projects, etc).
  • Prepare, track and provide oversight of the Department’s operational budget, including working on estimates and processing invoices or claims.
  • Update or maintain policies, templates, guidelines, packaged knowledge, toolkits, processes and procedures as necessary for the Commercial Management Department.
  • Manage complex calendar activities, including coordination of appointments internally and externally for the Head of Department (if required).
  • Prepare agenda, materials or minutes taking for Department meetings (if required).
  • Coordinate on boarding and off boarding logistics for Department staff (if required).
  • Organize team activities for the Department (as required).

 

 

The Ideal Candidate Should Possess

  • Relevant Degree and/or Contracts and Operations Management experience.
  • Minimum 3 years performing contracts management, operations, administrative and other miscellaneous tasks in a fast-paced and dynamic working environment, preferably in the IT or relevant industries.
  • Possesses good knowledge of basic contracting, contracts management, operations processes and office programs.
  • Demonstrated ability to understand basic contract terms and conditions, draft or review simple statements of work, project or contract documents.
  • Demonstrated ability to execute tasks in an accurate and timely manner.
  • Ability to handle financials and budgeting.
  • Demonstrated business /commercial acumen and the ability to drive successful outcomes.
